Panetta held a wide range of public leadership positions that include serving as the 23rd Secretary of Defense from 2011-2013, before that as director of the Central Intelligence Agency for two years, and earlier as Chief of Staff to President Bill Clinton and director of the Office of Management and Budget in the 1990s. Upon his retirement from public service in February 2013, he returned to the Panetta Institute for Public Policy of which he is a co-founder.
